When you need JPG files merged into PDF.

Combine photos into PDF for scans

Phone cameras produce individual JPG files per page. Your landlord, bank, or university wants one PDF. Drop your scanned images into this tool and it combines multiple images into one PDF in seconds. It does the same thing CamScanner and Adobe Scan do, but without installing an app or creating an account.

Merge images into one PDF for email

Attaching 15 separate JPG files to an email is messy for the recipient. Combine images into one PDF and they get a single attachment to scroll through. You can also merge PNG into PDF alongside your JPGs. Insurance claims, property damage photos, project documentation - PDF is the expected format for anything that will be filed or forwarded.

Merge multiple images into one PDF for printing

Real estate agents compile property photos into PDF brochures. Teachers merge PNG files and scanned worksheets into printable packets. Photographers combine image files into PDF proof sheets using 4 or 9 images per page. The page size and margin controls ensure clean output on both A4 and US Letter paper.

Convert JPG into PDF for forms

Government forms, job applications, and visa paperwork often require supporting documents as "a single PDF file." If you have photos of your passport, utility bills, and bank statements as separate JPGs, drop them here to combine photos into one file the upload form demands. The tool turns each JPG into PDF pages automatically.

What happens to your files.

Most tools that convert a JPG file to PDF upload your images to a remote server, process them there, and send back a download link. That means your passport scan, medical report, or private photos sit on someone else's infrastructure for minutes to hours. Some services state they delete files after 1-2 hours; others are vague about retention.

This tool takes a different approach. It uses a JavaScript library called jsPDF that runs entirely in your browser. The library builds the PDF structure - page dimensions, image positioning, compression - in memory on your device. The resulting file exists only in your browser until you hit download. No network request carries your image data. Close the tab and everything is gone. You can verify this yourself: open your browser's Network tab (F12) while converting and watch for outgoing image data. There is none.

Quality vs. file size when you merge JPG to PDF free

The quality slider (default 85%) controls JPEG compression applied to each image before it is embedded in the PDF. At 85%, a 5 MB phone photo might compress to 800 KB with no visible difference on screen. At 70%, the same photo might be 400 KB with slight softening visible only when zoomed to 200%. For document scans and screenshots (mostly flat colors and text), even a JPG merge at 70% quality looks identical to 100% at normal viewing size. Only detailed photographs need 85%+. To reduce file sizes before merging, run your images through the JPG compressor first. For a deeper walkthrough of DPI settings, page orientation, and command-line batch conversion, see the full guide to combining JPG to PDF without losing quality.

When to use JPG Joiner instead

If you need an image file (not a document), use  the image joiner tool instead. It merges photos into one JPG on a single canvas. Use that for social media posts, messaging apps, or anywhere you want one picture instead of a multi-page document. Use this page when you need to combine images into PDF format for printing or submissions.

Frequently asked questions.

How to combine multiple JPG into one PDF?

Drop all your JPG files onto the upload area or tap to browse on mobile. Each image becomes a page in the PDF automatically. Drag thumbnails to set the page order, pick your page size (A4, Letter, or Fit to Image), and hit Download PDF. You can merge jpg files into one pdf with 50+ images in a single batch - we have tested up to 80 photos from a phone camera roll without the browser slowing down. The entire conversion runs in your browser, nothing gets uploaded to a server.

How to convert JPG to PDF without losing quality?

Keep the quality slider at 85% or higher. At 85%, images look identical to the originals while the file stays compact. For maximum quality, set the slider to 100% - the PDF will be larger but there is zero compression loss. This tool embeds your JPG data directly into the PDF using the jsPDF library, which avoids the double-compression problem that other converters cause. Your images go in exactly as they are.

How to merge JPG to PDF on iPhone or Android?

Open this page in Safari (iPhone) or Chrome (Android) and tap the upload area to select photos from your camera roll. Pick your settings and tap Download PDF. The conversion happens on your phone - no app needed. On iPhone, the PDF may open in a preview first. Tap the share button to save it to the Files app or send it via WhatsApp, email, or AirDrop. Works the same way on iPad and Android tablets.

Is this JPG to PDF converter free and safe to use?

Yes, it is 100% free with no watermark, no signup, and no daily limits. It is safe because your images never leave your device. The tool uses a JavaScript library called jsPDF that builds the PDF entirely inside your browser. No image data is sent over the internet at any point. You can verify this yourself - open your browser developer tools (F12), switch to the Network tab, and watch while converting. There are zero outgoing image requests.

How to reduce JPG to PDF file size?

Lower the quality slider from 85% to 70-75%. For document scans and screenshots, the difference is barely visible. This is the fastest way to shrink a large PDF. If you need to hit a specific upload limit (like 2 MB or 5 MB for a government form), start at 75% and adjust down until the output fits. Phone photos at 12-48 megapixels benefit the most from compression - a single 5 MB photo can drop to under 1 MB at 75% quality.

Can I combine JPG files into PDF with PNG and WebP?

Yes. You can combine jpg files into pdf along with PNG and WebP files freely in a single document. A common example is merging phone photos (JPG) with screenshots (PNG) into one PDF. Drop them all in and the tool handles format differences automatically. Each image is converted to JPEG internally at your chosen quality level before being embedded. A 4000x3000 px PNG screenshot that is 8 MB as a PNG compresses to roughly 1.2 MB as JPEG at 85% quality inside the PDF.

How to put multiple images on one PDF page?

Open PDF Settings and change "Images Per Page" from 1 to 2, 4, 6, or 9. The tool arranges your images in a grid on each page. With 4 images per page, a 20-photo collection becomes a 5-page PDF instead of 20 pages. This works well for creating contact sheets, photo proof sheets, or compact documents where one image per page wastes space. The "Image Scaling" option (Fit, Fill, Stretch) controls how each image fits its grid cell.

How to change page order in a JPG to PDF conversion?

After uploading your images, each one appears as a numbered thumbnail. On desktop, drag and drop thumbnails to rearrange the page order. On mobile, use the up and down arrow buttons next to each thumbnail. The first thumbnail becomes page 1, the second becomes page 2, and so on. You can also remove individual images with the delete button or clear everything and start over.

What PDF page size should I use for JPG images?

A4 (210 x 297 mm) works best for visa applications, university submissions, and documents outside the US. Letter (8.5 x 11 in) is the right choice for US tax forms, receipts, and anything printed on standard US paper. Fit to Image sizes each page exactly to the image dimensions with no white borders - choose this when you do not plan to print and want the smallest possible PDF file. All three options work in portrait or landscape orientation.
